The Chairperson of the Governing Council of the Judicial Training Institute (JTI) and Judge of the Supreme Court, Justice Mike Chibita, has called for the urgent need to expedite the rollout of the Performance Enhancement Tool (PET) across the Judiciary, saying it remains central to strengthening performance management, accountability, and service delivery within the institution.

Justice Chibita made the remarks while chairing the quarterly meeting of the Performance Management and Awards Committee held today at the Supreme Court Building, where members reviewed progress on PET implementation and considered feedback on the Draft Rewards and Sanctions Framework.

He emphasized the need to adopt practical measures to fast-track the system’s rollout across all levels of the Judiciary, noting its importance in improving institutional performance monitoring and accountability structures.

“PET remains central to strengthening performance management, accountability and service delivery within the Judiciary,” he said.

During the meeting, Justice Chibita informed members that the Draft Rewards and Sanctions Framework had previously been circulated for review and feedback, and indicated that the Committee would receive updates from the Secretary on submissions made to enrich the framework.

He also congratulated Agnes Alum on her appointment as Chief Registrar.

The Committee reviewed feedback on the Draft Rewards and Sanctions Framework, which is intended to provide a structured approach to recognizing good performance and addressing non-compliance with performance management requirements.

Members further received an update on the PET rollout from the Committee Secretary, Patricia Amoko, who reported that seven Chief Magistrates had not yet activated their performance plans.

She noted that all Chief Magistrates had been notified of the consequences of non-compliance with performance management requirements.

Amoko also informed the Committee that training sessions for Magistrates Grade I mapped as subordinates are scheduled for May 26 and 28, 2026, as part of activities planned for the current quarter.

Training for ICT staff subordinates is yet to be scheduled, while media engagements will continue to sensitize the public on their role in the appraisal process and data collection.
