Kagadi Resident District Commissioner (RDC), Caroline Nanshemeza, has declined to commission the newly completed private wing at Kagadi Government Hospital, citing failure by hospital administrators to provide accountability reports detailing the project’s funding and implementation.
The hospital management, led by administrator Simon Peter Tumusiime and Medical Superintendent Dr. Julius Birungi, together with the office of the Chief Administrative Officer (CAO), had organized a commissioning ceremony for the new facility.
However, the RDC halted the exercise after the administrators reportedly failed to present a clear report outlining the funds used in the construction of the private wing and the specific services it would offer to the public.
Nanshemeza accused the hospital leadership of attempting to proceed with the commissioning without sufficient transparency, which she said amounted to an effort to involve her in endorsing unaccounted-for processes.
“I cannot commission a facility without clear accountability on how public resources have been utilized and what services are being offered to the community,” she reportedly stated.
The RDC subsequently suspended the commissioning ceremony, which has now been postponed to next week to allow the hospital management to prepare and present the required accountability documentation.
Hospital administrators declined to comment on the matter when contacted.
