Vladlen Semivolos, Ambassador of the Russian Federation to the Republic of Uganda, today paid a courtesy call to Okello Oryem, Minister of State for Foreign Affairs (International Affairs), to bid farewell as his tour of duty comes to an end.
During the meeting, Oryem praised Ambassador Semivolos’ outstanding contribution to strengthening and consolidating Uganda–Russia relations, attributing this to his unique personality and strong diplomatic skills.
He reflected on the historical ties between Uganda and Russia, highlighting Russia’s support for the liberation of Southern African countries from colonialism, as well as its role in advocating for the lifting of sanctions imposed on Uganda and other East African countries.
Ambassador Semivolos expressed gratitude for the warm reception and the strong relationships he built during his tenure in Uganda.
He highlighted key achievements, including efforts at the United Nations Security Council to block a resolution that sought to sanction Uganda’s gold production, as well as the signing of several bilateral agreements and Memoranda of Understanding in areas such as visa waiver, health, agriculture, security, and ICT.
Ambassador Semivolos noted that his posting to Uganda has been “the most consequential” of his career, attributing this to the productive and cooperative relationship with the host country. Oryem wished him well as he embarks on the next chapter of his life.
