Residents of Kyabandara Parish, Kamwenge Sub-county, Kamwenge District, have urged the government to urgently establish a Uganda People’s Defence Forces (UPDF) detach in their area amid growing fears of attacks by the Allied Democratic Forces (ADF).
The call comes after residents say authorities failed to implement a directive reportedly approved by President Museveni during his 2026 election campaign, which was meant to set up a UPDF detach in Kyabandara Parish.
Instead, a barracks was established in Byabasambu land within Kamwenge Town Council, leaving Kyabandara residents feeling exposed.
Over the weekend, dozens of residents staged a peaceful protest, marching to the office of the Resident District Commissioner (RDC) to present their grievances.
Initially blocked by security personnel, they were later allowed to proceed following intervention by the Deputy RDC.
“We were promised security in our area, but what we are seeing is different. The barracks has been taken elsewhere, yet we are the ones at risk,” a resident said.
Local leaders echoed these concerns, warning that Kyabandara is showing signs similar to those that preceded the December 2023 ADF attack in the district.
LC II Chairperson Joseph Batekateka highlighted the trauma still felt by the community after a former female parish councillor was killed by suspected rebels.
“We are experiencing sleepless nights. There are clear warning signs, but when we report to security, no action is taken. Urgent intervention is needed before lives are lost again,” Batekateka said.
In response, Kamwenge RDC Africano Aharikundira urged residents to remain calm while authorities engage relevant offices to address the matter.
“Security is in control, and there is no need for panic. We are doing everything possible to ensure the safety of all residents,” Aharikundira said.
Kamwenge District has a history of deadly attacks linked to suspected ADF rebels. In December 2023, two attacks killed at least 13 people, raising ongoing concerns about the area’s vulnerability.
Residents insist that establishing a UPDF detach in Kyabandara Parish is not just about fulfilling a promise, but a necessary step to safeguard lives and prevent further incidents.
