The Public Accounts Committee (PAC) has criticized the UPDF Engineering Brigade for leaving multiple construction projects incomplete, attributing delays to poor management and an overwhelming workload.
Lawmakers pressed officials from the Ministry of Education and Sports for a full inventory of the brigade’s operations on Friday.
Committee members questioned why projects meant to benefit students remain stalled. “We need to know why they’re taking so long to complete these projects,” MP Sarah Opendi said.
“It’s unacceptable that beneficiaries are being denied essential services due to these delays,” added MP Elijah Okupa.
Among the abandoned initiatives are the Wapakhabulo Memorial College of Nursing and Midwifery, which received Shs1.53 billion, St Mary’s College Rushoroza Kabale (Shs581 million), Aripea Secondary School (Shs579 million), and the Teso College Aloet swimming pool (Shs1.50 billion).
“UPDF Engineering Brigade is overwhelmed, and it’s time we assess their capacity to deliver,” said Committee Vice Chairperson Gorreth Namugga.
PAC also raised concerns about 15 former PTCs left unrepurposed, highlighting underutilization of public assets amid a shortage of government-aided schools in 1,053 sub-counties.
