The Vice President of the Democratic Party (DP), Mukasa Mbidde, has expressed surprise at party president Norbert Mao’s decision to contest for the Speakership of Uganda’s 12th Parliament, saying the matter was never discussed within party leadership structures.
Speaking on the development, Mbidde said he was taken aback by Mao’s announcement and emphasized that such a significant political move should have involved consultation and consensus.
“As the Deputy President of the Party, I must say I was shocked when I heard about the intentions of my brother Norbert Mao running for Speakership. We did not have any debate as a party, and we do not have the numbers in the House to enable us to win,” Mbidde said.
His remarks underscore internal concerns within the DP regarding both the decision-making process and the practical challenges of mounting a successful bid, given the party’s limited representation in Parliament, which is dominated by the ruling National Resistance Movement (NRM).
Mao, however, has defended his decision, arguing that Uganda needs independent-minded leadership in Parliament capable of strengthening democracy and fostering meaningful debate.
He also criticized the circumstances surrounding the rise of incumbent Speaker Anita Annet Among, who assumed office following the death of former Speaker Jacob Oulanyah.
Mao’s announcement positions him among a competitive field expected to contest the Speakership, alongside five other aspirants, including incumbent Anita Annet Among, Persis Namuganza, Lydia Wanyoto, and Odria Alioni.
Analysts predict a closely watched race shaped largely by party strength in the House.
