The Resident City Commissioner of Kawempe Division, Lukka Kagenyi, has announced plans to reintroduce Local Defence Committees (LDCs) following increased reports of crime in several parts of the division.

The decision comes after mounting complaints from residents, particularly those living near the Northern Bypass in Bwaise III Parish, who say insecurity has escalated in recent months.

Tension heightened recently after the body of a woman was discovered dumped in a drainage channel in the area. The body was reportedly found by street children collecting plastic bottles, sparking shock and fear within the community.

Residents, led by local defence leaders, allege that criminal gangs have established a hideout in a large bush near the drainage channel.

“They begin their operations as early as 2:00 p.m.,” one resident claimed. “Women and young girls are the main targets.”

According to community members, the suspects have allegedly been involved in sexual assaults, robberies, and other violent crimes. Residents say the attacks have heightened fears of unwanted pregnancies and HIV infections.

One of the alleged victims, Aisha Kiberu, recounted her ordeal.

“They attacked me and took everything I had,” she said. “We are living in fear. Many girls have suffered in silence, and some have become pregnant because of these criminals. We need urgent help from the government and the police.”

Area defence leader Abbey Mwanje led journalists to the suspected hideout and called for immediate intervention.

“This bush has become a safe haven for criminals,” Mwanje said. “We need a police post established here as soon as possible to deter further attacks.”

Local leaders echoed the concerns, emphasizing the need to strengthen grassroots security structures. William Ssimbwa, Chairperson of Bwaise Lufula Zone, said the revival of Local Defence Committees could help close security gaps.

“The Local Defence Committees previously worked closely with police and helped reduce crime at the grassroots level,” Ssimbwa noted. “Their absence has created gaps in community security.”

Area councillor Hadija Nakubulwa also urged swift action.

“Our people are suffering,” she said. “We must restore structures that strengthen intelligence gathering and protect our communities.”

Speaking on the matter, RCC Kagenyi confirmed that the process of restoring Local Defence Committees is underway and will cover all 63 villages in Kawempe Division, including high-risk areas such as Sekanyonyi and Ddungu Zone.

“Security is a shared responsibility,” Kagenyi said. “We are reviving Local Defence Committees in all 63 villages, especially in high-risk areas. However, leaders must avoid politicising security matters. We need unity among community leaders, youth groups, and security agencies.”

Authorities say the revival of the Local Defence Committees is expected to reinforce community policing efforts, improve intelligence gathering, and enhance surveillance in crime-prone areas as efforts intensify to restore public confidence and safety in Kawempe Division.
