RUKIGA — President Museveni, at a campaign rally in Rukiga District, highlighted the government’s progress in infrastructure and outlined plans to extend electricity and safe water coverage across the region.
Addressing supporters, Museveni recalled the state of utilities when his government first took office.
“When we came into government, electricity had stopped in Kasese and Kabale only had a small dam. We extended power to Ntungamo, Kabale, Kisoro, and now Rwamucucu. We promised to electrify all districts, and the next step is taking power to every gombolola,” he said.
On water supply, Museveni noted that projects such as the Kashumuruzo and Kabumbiro Nyakarambi schemes now provide Rukiga with 83 percent safe water coverage.
He pledged that the government will work to close the remaining gap.
The President also emphasized the need to develop human capital alongside infrastructure.
“As we build infrastructure, we must also build the manpower. Uganda needs more science teachers—not because arts teachers are less important—but because we must prioritise where the need is greatest,” he said.
He linked manpower development to economic growth, stressing the importance of focusing on sectors that transform lives.
“The same applies to wealth creation. Focus on what transforms lives: commercial agriculture, industries, services, and ICT. The principle remains to prioritise what builds the future,” Museveni added.
The rally in Rukiga forms part of Museveni’s wider campaign tour across the region, where he has been highlighting government achievements and development plans ahead of the 2026 elections.
