President Museveni on Tuesday launched his Buyende rallies with a message centred on peace, history and infrastructure, saying the National Resistance Movement (NRM) has spent four decades “laying the matofali of Uganda” through disciplined governance.
Speaking alongside First Lady Janet Museveni and senior party leaders, the President urged young people to understand why previous governments failed to secure stability, arguing that such lessons should guide their appreciation of the NRM’s record.
Museveni said the “first tofali” his government laid after 1986 was peace, noting that districts like Buyende once hosted displaced people fleeing insecurity in Teso.
He said rebel groups, cattle rustlers and foreign-supported elements were defeated because the NRM structured politics around “interests, not identity.”
Turning to infrastructure promises, Museveni announced that the Mbulamuti–Kamuli–Bukungu road will be upgraded, and that the Kamuli–Iyingo–Kaliro road has now been added to the government’s development plan.
He said these projects form part of the NRM Manifesto for 2026–2031, which he presented to residents as part of his nationwide campaign trail.
