Retired army officer Brig. Gen. Emmanuel Rwashande has launched his manifesto with a strong promise to end the reign of incumbent MP Theodore Ssekikubo, as he seeks the NRM party ticket for Lwemiyaga County in the upcoming primaries slated for July 17.

Rwashande unveiled his campaign agenda during a series of consultative meetings with NRM members in the sub-counties of Lwemiyaga, Kyeera, and Bulongo.

“I’m here to offer focused and practical leadership that addresses your long-standing problems,” Rwashande told a crowd of enthusiastic supporters.

At the manifesto launch in Lwemiyaga Sub-county, residents didn’t hold back, accusing current leaders of abandoning their responsibilities, which has left the area trailing behind in development.

Among their key concerns were the lack of a government secondary school in the entire constituency, poor road infrastructure, limited access to healthcare, inadequate clean water, unreliable electricity, and rampant land grabbing.

“Our children drop out after Primary Seven because there’s no secondary school. They end up herding cattle,” William Kalamuzi LC1 chairperson Kalusonshomezi village lamented.

In response, Rwashande pledged to prioritize service delivery, including improved education and health services, better roads, and land justice if elected to Parliament.

“These issues will be history. I will ensure your voices are heard in Parliament,” he assured. I know the money is just that the current member of parliament has spent years in fighting wars in parliament instead of looking on how he can get service from government to his area."

The event drew notable figures including Michael Nuwagira aka 'Toyota', the NRM’s PLU Chairperson, who rallied support for Rwashande, describing him as “the right candidate for a new chapter in Lwemiyaga.”

Also in attendance was Phinehas Katirima, a retired military officer, who criticized the current leadership for incompetence and neglect.

Beyond service delivery, residents appealed for peaceful, free, and fair elections in the area, citing past election violence in Lwemiyaga.

Rwashande responded by assuring that the Uganda People’s Defence Forces (UPDF) would maintain peace during the electoral process.

“No blood will be shed. Let no one confront security forces. Let us keep the peace,” he urged.

The NRM’s top electoral body has cleared only two contenders for the party flag in Lwemiyaga Theodore Ssekikubo and Gen.Rwashande not to do joint campaigns as it was suggested to all contenders in NRM across the country.

The decision follows heightened tension and verbal exchanges between the two camps in recent weeks.

As the race tightens, all eyes are now on July 17, when Lwemiyaga voters will decide who carries the ruling party’s flag into the 2026 general election.
