Mixed reactions as Kamuli deputy RDC Sarah Kasadha is transferred amid PDM crackdown

The recent transfer of Kamuli Deputy Resident District Commissioner (RDC) Sarah Mwebaze Kasadha has sparked mixed reactions in the region, with many expressing contrasting emotions over her departure.

While some “PDM thieves” are reportedly rejoicing, relieved to see her go, a larger section of the community is lamenting the loss of a dedicated and hardworking public servant.

Kasadha, who has been relentless in her efforts to monitor and ensure the proper disbursement of the Parish Development Model (PDM) funds, gained a reputation for her strict oversight.

Her actions, which included following up on complaints of extortion and arresting several suspects, primarily civil servants and SACCO leaders, made her a formidable figure in Kamuli.

During the handover ceremony to her successor, Adonia Mafumo, yesterday, Kasadha emphasized the importance of service delivery and justice, particularly for the vulnerable and less privileged members of society.

"I have served my four years here with a keen eye on the local people—widows, peasants, and children—helping them access justice and benefit from government programs. I pray you carry on from here," she said as she handed over files of complaints, mostly related to the PDM.

Kasadha expressed her gratitude to the Kamuli Chief Magistrate and her team for their professional handling of land disputes, defilement cases, and other matters, which she noted has helped restore public confidence in the judiciary and reduce mob justice.

James Kaahwa, the District Internal Security Officer (DISO) of Kamuli, urged the newly appointed RDCs not to disappoint President Museveni and to deliver services with obedience and dedication.

"It is a complex society, so understand its dynamics, political terrain, and heed the call for sacrifice. But remember to execute your duties obediently in line with the appointing authority," Kaahwa advised.

Kaahwa also acknowledged Kasadha's efforts in combating PDM extortionists, warning that while she may be gone, the system remains vigilant.

"Be accommodative and communicate. Let us learn from situational challenges. We need commitment, clear focus on the NRM’s manifesto and programs, and, above all, communication feedback, information sharing, and networking," Kaahwa emphasized as key areas that will help build public trust in the government.

Rose Birungi, the RDC of Kamuli, congratulated both Kasadha and Mafumo on their reappointments, noting that it reflects renewed trust by the appointing authority.

She praised Kasadha for her hard work and dedication, which she said added significant value to the district's development efforts.

"I have the confidence that Mzee will appoint you as a full RDC given your commitment, passion, and self-drive as a workaholic in securing and promoting his programs. I will be a proud mentor and ensure you do even better in Mayuge," Birungi remarked.

As Kasadha moves on to her new role, her contributions to Kamuli will be remembered, particularly her efforts to combat corruption and ensure that government programs reach those who need them most.
