Janet Museveni, the first lady and Minister of Education and Sports has accepted to meet MPs and answer questions related to the education sector and on schools' re-opening but on two conditions: the meeting takes place at Kololo Independence grounds and MPs must take a Covid-19 test, two days to the meeting.
Janet suggested that the meeting can take place on November 24 as long as the conditions are fulfilled.
The conditions, communicated to Parliament by deputy speaker Anita Among during the plenary sitting on November 18, incensed many MPs.
Kira Municipality MP, Ssemujju Nganda, wondered whether a minister has powers to summon MPs.
"You said that one of the ministers has summoned Parliament to Kololo. I fear because if we allow Ministers to begin summoning Parliament there is nothing that will stop Hon Thomas Tayebwa from summoning us from his home," Ssemujju said.
Ssemujju argued that under Rule 52 a minister has a duty to come and make a statement on any matter in her office but not to summon MPs and giving them orders.
Mathias Mpuuga, the Leader of Opposition asked the deputy speaker to advise Janet Museveni to consider making the statement on the floor of Parliament.
"Now that the minister of Education is ready to make that statement on education before the MPs. The only place MPs are best housed to speak without fear of contradiction is Parliament," Mpuuga said.
