Muhammad Muwanga Kivumbi, MP for Butambala County, has called into question the integrity of the Auditor General’s accountability reports, saying they are wanting.

Kivumbi made the remarks while assuming leadership of the Public Accounts Committee (PAC). A tough-talking Kivumbi cautioned committee members against soliciting bribes from government entities under their scrutiny.

Kivumbi takes over from Busiro East MP, Medard Lubega Sseggona, who cited underfunding as a major challenge during his two-and-a-half-year tenure.

"The budget cuts that featured in the country did not spare this committee. You find that a large part of your mandate involves supervising embassies outside the country. This is an area we performed poorly," he said.

He also expressed concerns about the restrictive constitutional provisions that limit the committee's accountability cycle to just six months. Sseggona urged the new leadership to adopt a tougher stance on corruption, emphasizing its increasingly sophisticated nature.

Kivumbi pledged to prioritize scrutiny of the Ministry of Finance, focusing on the burgeoning public debt and tax exemptions. He issued a strong warning to PAC members against being compromised by bribes.

"I have already instructed the clerk to inform all agencies that anyone claiming to speak for the committee must first contact me. That culture I will destroy from the word go. If it has been there, please, whoever has been engaging in it, I am Muwanga Kivumbi."

Kivumbi will be deputized by Goretti Namugga. PAC's mandate includes scrutinizing the accounts of public ministries, universities, hospitals, and directorates.

Other key issues Kivumbi intends to tackle include debts, tax exemptions, service delivery in referral hospitals, and close attention to the Ministry of Education.
