Auditor-General Muwanga leaves a clean legacy - economists

As John Muwanga is soon hitting evening hours of his service as the top of the country's supreme auditing institution, economists and anti- corruption cream have described his tenures as clean legacy.

Fred Muhumuza, s senior economist at Makerere University, testifies that Muwanga is such a unique character that a country would not afford to lose when at one time dropped in towels for greener pasture in Washington DC.

"When Muwanga ceased to be auditor general in mid-2000s, we worked around the clock for his replacement," says Muhumuza, who sits on boards of various entities and has interacted with the retiring auditor general.

"But the President look into terms that has made him quit the job and worked on them and these surrounded bad remuneration, an act was enacted and his salary was reviewed to that of auditing."

Mr Muwanga has been pivotal in issuing regular and consistent reports hence heavily relied on to investigate mismanagement of public funds in government agencies and local government.

"We heavily rely on auditor general reports to check on corruption tendencies in public sector," Marlon Agaba, the executive director of Anti- Corruption Coalition Uganda, said.

His active service has seen many institutions including mismanagement of funds in the National Social Security Fund, Lubowa Hospital funding fracas and concerns surrounding the implementation of Parish Development Model.

In the recently auditors report for the 2022/23, auditor general uncovered the delayed progress of the Kampala - Jinja Expressway and yet it is said that funding was secured with no work done despite continuing to accrue fines in terms of commitment fees, payable by government for no work done and yet such critical infrastructure would ease traffic congestion on the old Kampala - Jinja road
