The Impact of the PDM Programme on Karimojong in Moroto
The Parish Development Model (PDM) has made a notable impact on the lives of Karimojong in Moroto, significantly advancing economic empowerment through various enterprise initiatives.
By focusing on value chain development, Moroto District has established 437 enterprise groups at the village level, which support a range of agricultural activities including dairy and beef cattle farming, piggery, apiary, maize and sorghum farming, poultry, and goat farming.

"These enterprises not only provide a sustainable source of income but also enhance food security for the community," said Kassim Kutosi, the Chief Administrative Officer for Moroto.
Financial inclusion has been a cornerstone of the PDM's success in Moroto. The formation of 37 Savings and Credit Cooperative Organizations (SACCOs) across the district has facilitated easier access to funds and agricultural technology for farming groups.
In the 2023/2024 fiscal year alone, the government disbursed Shs3.7 billion with each SACCO receiving Shs100 million to support local farmers. This influx of capital has invigorated the local economy, enabling farmers to invest in better resources and practices.

However, the program faces some challenges. Many beneficiaries struggle with accessing funds due to limited ownership of mobile phones and SIM cards, which are essential for transactions under the PDM Information System (PDMIS).
This technological barrier has hindered timely fund distribution and affected the operational capacity of several enterprise groups.
Additionally, new guidelines issued on July 6, 2023, have caused confusion among users of the system, leading to delays in disbursing the Parish Revolving Funds (PRF).
The introduction of the WENDI system, aimed at improving transparency and efficiency, has inadvertently slowed access to vital funds for many farmers.
Despite these obstacles, the PDM program continues to offer substantial benefits to the Karamajong community.
With support from local leaders and the government, ongoing training and awareness programs are being developed to ensure that all beneficiaries fully understand the new systems in place.
Moroto Municipality Mayor Mohammed Ismael highlighted Karamoja's potential to become a major economic player.
"Karamoja has the potential to finance the national budget. We want to open Karamoja to the world," Mr. Ismael disclosed.
As the PDM program evolves, addressing technological barriers and improving system understanding will be crucial in maximizing its impact.
With continued support and refinement, the PDM has the potential to transform Moroto into a beacon of agricultural resilience and prosperity, enhancing the economic vitality of the Karamajong community.
