KAMPALA – The State Minister for Ethics and Integrity, Rose Lilly Akello, has directed the Inspector General of Government (IGG) to investigate allegations of corruption within Makerere University.
The directive follows widespread complaints regarding irregular promotions, bribery, and unlawful appointments within the university’s administration.
In a March 27, 2025 letter,Minister Akello raised concerns over the promotion of Vice-Chancellor Barnabas Nawangwe, following widespread accusations of advancing to full professor without meeting the required academic qualifications.
The letter also highlights claims of bribery in promotion decisions, with a leaked audio recording allegedly capturing a University Council member soliciting bribes from staff to influence their career progression.
Akello’s letter, which demanded immediate action, calls for the protection of whistleblowers under the Whistleblowers Protection Act, 2010.
The complaints come from academic staff associations and the Global Anti-Corruption Initiative, which have expressed concerns over the integrity of appointments and promotions within the university.
The allegations also extend to Prof Henry Alinaitwe, who is accused of continuing in the role of Deputy Vice-Chancellor beyond the 12-month limit set by the university’s Human Resource Manual.
The IGG’s investigation into these matters is expected to address the growing concerns over governance at Uganda’s oldest university.
Minister Akello has demanded swift feedback on the actions taken, as the university faces mounting scrutiny from both the public and academic community.
