A group of concerned citizens has petitioned President Museveni, seeking his intervention in a long-running land dispute in Kira Municipality, Wakiso District, involving an elderly woman, Sanyu Edisa, and raising allegations of misconduct against officers attached to the State House Anti-Corruption Unit.
The petitioners claim that Edisa, who they describe as the sole biological child of the late Nassani Ssentamu, has been fighting to secure ownership of family land located in Kyadondo Block 180, formerly known as Plot 2, in Kitukutwe.
They argue that Edisa has already secured several legal victories, including a consent judgment issued by the High Court Land Division on April 2, 2026, which they say recognised her ownership rights and directed that subdivided land titles be transferred into her name.
The petitioners also refer to a September 2025 letter from the Deputy Resident District Commissioner (RDC) of Kira Municipality, which they say confirmed Edisa’s possession of the land and advised that no eviction should take place without following due legal procedures.
They further cite a ruling by Justice Naluzze Aisha Batala in Miscellaneous Application No. 2997 of 2024, arguing that attempts by other individuals to claim interest in the property had previously been dismissed.
However, the petitioners allege that despite the court decisions, some individuals have continued efforts to challenge Edisa’s claim, accusing officers from the State House Anti-Corruption Unit of interfering in the matter.
“This is not only about land. It is about whether ordinary Ugandans can trust the justice system after obtaining a court victory,” the petitioners said.
They allege that the elderly woman was subjected to intimidation and unlawful actions in an attempt to weaken her claim over the property.
“Those entrusted with fighting corruption should be protecting citizens and respecting court decisions, not becoming part of disputes where judgments have already been issued,” the petition stated.
The allegations against the officers and other individuals mentioned in the petition have not been independently verified.
The petitioners have asked President Museveni to order an independent investigation into the conduct of officials involved and establish whether there was any abuse of office or unlawful interference.
They also want government agencies to ensure that court decisions are enforced and that individuals involved in the dispute follow lawful procedures.
“Your Excellency, Ugandans are losing confidence when court victories can allegedly be undermined by influence and intimidation. We appeal to you to restore faith in the rule of law,” the petitioners said.
