Pandemonium erupted at the City Hall earlier today during a city council meeting, as frustration spilled over the City Executive Committee's failure to deliver a crucial report on solid waste management.
The session, intended to address critical issues plaguing the capital, descended into chaos when the executive committee could not present the much-anticipated plan for handling Kampala's growing waste crisis.
