Former Kampala Capital City Authority (KCCA) Executive Director Dorothy Kisaka, her former deputy Eng. David Luyimbazi, and KCCA Director of Public Health Daniel Okello appeared at the Criminal Investigations Department (CID) headquarters in Kibuli on Tuesday, where they faced intense interrogation over their roles in the Kiteezi landfill tragedy.

The trio's summons followed their dismissal by President  Museveni, who ordered their investigation after the Kiteezi incident that claimed the lives of 30 people. The tragedy, which involved a landfill collapse, has raised serious questions about negligence and safety protocols under their leadership.

President Museveni directed the CID to focus on what he termed the "angle of criminal negligence" in probing the disaster. With this directive, Kisaka, Luyimbazi, and Okello arrived at Kibuli early in the morning, each in their private vehicles. Security was heightened around the CID premises, with heavy deployment observed throughout the day.

Media has also been blocked from accessing the premises, watching the events from a distance from the entrance.

However  Reports indicate that three other  officials  have been detained at the CID headquarters since morning, with no clear indication of whether they will be released or formally charged. The ongoing interrogation has attracted significant public attention, given the scale of the tragedy and the potential legal consequences for the former KCCA leaders.

Although there are no formal updates on the trio's fate, several police drone cars and escort vehicles were seen heading to a nearby refuelling station. This has fuelled speculation that law enforcement is preparing for the possibility of transporting the officials elsewhere.

The CID has recently earned a reputation as a high-stakes venue, with numerous high-profile figures including members of parliament being detained after appearing for questioning. It remains unclear whether Kisaka, Luyimbazi, and Okello will be released after their interrogation or paraded before court to face charges.
