Rubirizi Leaders Demand Urgent Action on Prison Infrastructure

Rubirizi District leaders, led by Chairperson Silvester Agubanshongorera, have raised alarm over the lack of a prison facility in the district, citing its adverse effects on justice delivery and public service efficiency.

Agubanshongorera highlighted that despite the district having key judicial and law enforcement offices, including the State Attorney, police, and a magistrate’s court, the absence of a prison has become a major bottleneck.

Currently, prisoners must be transported to Bushenyi, located 42 kilometres away, a process that he said strains resources and delays justice.

“Our district has made significant progress in establishing key institutions, but the absence of a prison remains a glaring gap. Transporting prisoners to Bushenyi not only strains our resources but also delays justice for our people,” he lamented.

The district had allocated land to the Uganda Prisons Service for the construction of a prison. However, Agubanshongorera expressed frustration over the land being used for cultivation instead of its intended purpose.

“This situation has caused frustration among the public. People question why the land we gave for a prison is being used for farming instead of building the much-needed infrastructure.

It’s affecting my reputation as a leader, yet this is a matter beyond my control,” he explained.

Agubanshongorera called on the Uganda Prisons Service and other relevant authorities to prioritize the construction of a prison facility.

He stressed that the issue goes beyond infrastructure—it impacts justice delivery for Rubirizi’s residents.

“This is not just about infrastructure; it’s about delivering justice to our people in a timely manner. We urge the Uganda Prisons Service to act swiftly and fulfill their responsibility,” he said.

The lack of a prison in Rubirizi has sparked debates among residents, many of whom have voiced concerns over delays in justice and the additional burden on district resources.

Local leaders remain hopeful that the government will address the issue promptly, supporting the district’s growing administrative and judicial needs and ensuring justice is accessible to all.
