Two police constables attached to the Uganda Police Band are facing disciplinary scrutiny following the circulation of a TikTok video in which they appear dancing and singing along to a song lauding opposition politician Robert Kyagulanyi, widely known as Bobi Wine.
The video, which surfaced Thursday evening, features Constables Joseph Owor—known online as Afande Miah—and Safi Muwanika dancing in full police uniform alongside local musician Omukunja Atasera.
The artist is seen dressed in red, the signature colour of the National Unity Platform (NUP), the political party led by Kyagulanyi.
The footage quickly gained traction across social media platforms, igniting public debate over whether the officers were expressing personal political views—an action prohibited by police conduct regulations.
The situation escalated after Kyagulanyi himself reposted the video on his official platforms.
Uganda Police spokesperson Kituuma Rusoke confirmed the launch of an internal inquiry.
“If the officers are found guilty, they will be charged in accordance with police conduct and disciplinary guidelines,” Rusoke said.
Controversy deepened when Eric, the videographer behind the original clip, told Nile Post that the footage had been altered before going public.
He claims musician Omukunja Atasera requested access to the raw footage and later added politically sensitive audio without his knowledge.
“The original clip was purely for entertainment,” Eric stated. “He asked me for the video, but I was shocked when he posted it with different audio.”
In response, the Police Forensics Department has been assigned to verify the authenticity of the video. Both officers’ mobile phones have reportedly been confiscated for forensic analysis.
Authorities are also reviewing content posted on Constable Muwanika’s TikTok account, under the handle Afande OJ and Miah, which features several music-related videos, some in collaboration with Omukunja Atasera.
It remains unclear how involved the officers were in the video’s production or whether they were aware of its political implications.
Political Neutrality Under the Microscope
Images circulating online show the two constables inside a recording studio with Omukunja Atasera, fuelling speculation of an ongoing musical partnership.
Further controversy emerged when the video in question appeared on Afande Miah’s TikTok account, captioned: “New Song Protest Vote out by me Afande Miah and Omukunja Atasera.”
Exclusive sources, however, suggest Omukunja may have gained access to the officer’s TikTok account in what some suspect was a premeditated move to implicate him politically.
The Uganda Police Force maintains strict rules regarding political neutrality among its officers.
Spokesperson Rusoke reiterated that any police personnel found to be engaging in partisan political activity—whether directly or indirectly—will be held accountable.
“The Uganda Police Force takes these allegations seriously. Any member of the force engaging in political activity, directly or indirectly, will be disciplined,” Rusoke said.
The investigation remains ongoing.
