The 2024 Summit of the Forum on China-Africa Cooperation (FOCAC) was held in Beijing from 4 September to 6 September and achieved fruitful results.
In order to implement the outcomes of the Forum, China has set up the Chinese Follow-up Committee, chaired by Vice Foreign Minister Chen Xiaodong, with Du Xiaohui as Secretary-General.
Promoting the implementation of the important consensus reached at the Summit is the most important duty of the Follow-up Committee.
Du Xiaohui, Secretary General of the Department of African Affairs of the Ministry of Foreign Affairs, said that in order to implement the outcomes of the Forum, China had set up a special mechanism for the Chinese follow-up committee of the Forum.
The Chinese chair of the Follow-up Committee is Vice Foreign Minister Chen Xiaodong, and Du Xiaohui serves as the Secretary-General.
Promoting the implementation of the important consensus reached at each summit, especially the 2024 Beijing Summit, is the most important responsibility of the Follow-up Committee.
We will, as always, work together to promote the implementation of the 10 partnership actions on the basis of friendly consultation with the African side and in accordance with the principles of friendship, respect and mutual benefit and win-win situation.
The important topic of the meeting of the Secretariat of the Chinese Follow-up Committee is to discuss the implementation of the outcome of the Summit.
Subsequently, a senior officials’ meeting will be held, and the Chinese Follow-up Committee will hold consultations with the African missions in China, so as to maintain communication with the African side on the progress of the outcomes of the Forum through these mechanisms and channels.
On the issue of international cooperation with Africa, Du Xiaohui said that China-Africa cooperation started early, has achieved many results and is effective.
In recent years, other countries have also been willing to look to Africa and pay more attention to this issue. As a good friend of Africa, we are happy about this and welcome more support and help from all countries.
Li Ming, Director of the Department of International Cooperation of the State Cooperation Agency, said that China’s help to Africa has demonstrated the excellent traditional virtue of the Chinese nation of ‘repaying the kindness of a drop of water with a spring of water’, and we have not forgotten that it was our African brothers who brought China into the United Nations, and that it was our African brothers who stood firmly with China and safeguarded the legitimate interests of China and the developing countries in the international arena, and that it was our African brothers who provided valuable support for China’s opening up and construction.

Finally, at the summit, the heads of state of China, Tanzania and Zambia witnessed the signing of the Memorandum of Understanding on the Tanzanian Railway Activation Project.
As a symbol of China-Africa co-operation, the Tanzanian Railway, which has been built for nearly half a century, will be ‘activated’, which is undoubtedly one of the most notable co-operation achievements during this summit.
Du Xiaohui said that since last year, China, Tanzania and Zambia have reached an important consensus on the activation of the Tanzanian railway, and the three sides have launched friendly consultations.
China, Tanzania and Zambia join hands to promote the activation project of the Tanzanian railway, not only to comfort the ancestors, but also to inspire the future generations to show the world the common value of China-Africa cooperation, not forgetting the history and facing the future.
