Police in Kampala have arrested a police officer who knocked a vehicle but also shot dead the driver.
The incident that happened in Kito Zone A , Kirinya Parish, Bweyogerere division in Kira Municipality on Saturday saw a police officer ASP Owor Lameck knocked the victim, Reagan Senoga’s vehicle but in a bizarre incident also shot him dead.

“The deceased was standing beside his car Vista, registration number UAK 398D when the suspect who was driving Premio registration no UBE 179F knocked the front part of deceased car, and on asking the suspect why he knocked, the suspect told the deceased that he can even shoot him,” Brian Ssebyala an eyewitness said.
It is said that at this moment, the police officer who is attached to the ICT department at Kawempe police station then drew a pistol while still inside his vehicle and shot the deceased.
The eyewitness later made an alarm that attracted other people who helped rush the Ssenoga to Ggwatiro hospital where he was pronounced dead on arrival.
It has been reported that Owor who also owns a bar in the area has a record of being violent and the way he uses his gun .
The deceased left behind a family of three children, including a seven months baby.
Kampala Metropolitan deputy police spokesperson, Luke Owoyesigyire confirmed the incident.
“ASP Lameck Owor has been arrested and in our custody whereas the body was taken to the KCCA mortuary for postmortem. Investigations are still ongoing,” Owoyesigyire said.
The incident points to the growing impunity by members of security agencies including police and the UPDF as well as many other government officials.
However, the same impunity has been exhibited by businessmen, members from rich families and those related to members of security organs.
For example, in 2016, businessman, Mathew Kanyamunyu shot dead child rights activist Kenneth Akena for allegedly knocking and scratching his vehicle.
Kanyamunyu has since been sentenced to six years imprisonment.
