Francis Buwule Kabonge, a prominent senior lawyer and a resident of Kiteezi Wakiso district has threatened to take Kampala Capital City Authority(KCCA) to court over failure to maintain a road years after it had pledged to do so.
Buwule is seeking Shs 100 in damages and other costs.
Buwule said around 1993/94, the then Kampala City Council (KCC) obtained a piece of land in Kiteezi Wakiso district for the purposes of establishing a dumping site barely two Kilometers from his home and started to utilize the said site.
He says at the time of establishing the dumping site, KCC made several representations in the community,key among them was to upgrade the tarmac access road to the dumping site that runs from Gayaza road at Mpererwe through Mpererwe trading Centre to Kiteezi trading Centre.
“KCC only tarmacked a portion of the access road. KCCA as the KCC’s successor in title has a legal,social and moral obligation to periodically maintain the tarmac of the said road and the drainage system,” reads part of the notice seen by The Nile Post reads.
Contrary to the above, Buwule said that over time KCCA has only made superficial or cosmetic repairs in a few areas and practically ignored the drainage system.
He says currently the road and the drainage system have completely broken down having developed insurmountable potholes.
“The road is a nightmare to us the road users and motorists leading to many accidents involving pedestrians and cyclists who are knocked down by vehicles trying to negotiate the many gaping holes. The cost of maintaining our vehicles that use the road has also gone up due to constant breakdown due to the bad road surface,”the notice further reads.
Efforts to talk to KCCA were futile as they did not return our calls.
