Over 250 commanders transferred in the latest Police changes

The Uganda Police leadership has made several changes in which 254 commanders have been transferred.

According to a message released over the weekend by the Deputy Inspector General of Police, Maj Gen Paul Lokech , Commissioner of Police Paul Kato Tumuhimbise has been appointed as the new deputy director for the Criminal Investigations Directorate.

The changes have also seen Assistant Commissioner of Police Esther Akwango moved from Nairobi where she has been serving as the police attaché, to Ssezibwa region as the Regional Police Commander whereas Senior Superintendent of Police Rose Nahyua has been appointed as an administrator in the Human Resource Management Directorate at the Police headquarters in Naguru.

The message has also seen Superintendent of Police Sylivia Auma appointed as the new head of the Women Affairs departments sitting at the police headquarters whereas Superintendent of Police, Richard Ssenyonjo who has been in the Directorate of ICT has been appointed as the new commandant of the  Police Mineral Protection Unit.

In other transfers, Assistant Commissioner of Police, Deo Obura has been moved to Kampala Metropolitan East as the Regional Police Commander whereas Senior Superintendent of Police Damali from Nachuha has been moved from the Counter-Terrorism Directorate to Aswa region as the Regional Police Commander and Superintendent of Police Alfred Bangambaki has been moved from the Anti-Stock Theft Unit to Bukedi North as the Regional Police Commander.

The changes have also seen  Assistant Commissioner of Police, Francis Olugu appointed the new commander for the Special Investigations Division in Kireka to replace Senior Superintendent of Police Mark Odongo whereas Superintendent of Police Vincent Mwesigye has been moved from Sezibwa to the Albertine Region as the Regional Police Commander.

Meanwhile, Assistant Commissioner of Police, Julius Twinomujuni has been appointed the new deputy director in charge of economic crimes at the Criminal Investigations Division(CID) at Kibuli to replace Francis Olugu whereas Superintendent of Police Catherine Tesiime has been appointed as the head of trafficking in persons and international crimes against women and children.

Since being appointed as the Deputy Inspector General of Police, Maj Gen Paul Lokech has spearheaded major changes in the Police Force in a bid to improve the level of performance and professionalism in the law and order enforcement force.

He recently sent almost all DPCs to the Counter-Terrorism Police Training School, Olilim in Katakwi district for a three-month refresher course

In the latest changes, Gen Lokech has made changes in almost every directorate and unit of the Police force with the transfers and new deployments affecting  Regional Police Commanders, Divisional/District Police Commanders, Officers in charge of Police stations, Criminal Investigations Division, Forensics Directorate, Traffic Police, Crime Intelligence Directorate and  Counter-Terrorism Directorate among others.

By making these transfers, the police aim at moving commanders who have overstayed in one deployment making them comfortable and hence less innovative while carrying out their tasks.

The latest changes also come a few days to President Museveni's swearing-in ceremony for the sixth term, set for May,12 at Kololo Independence grounds.

The president, who is also the commander in chief of the armed forces a few weeks ago promoted over 1000 UPDF officers weeks to his swearing-in ceremony, a move that has been seen by many as one meant to reward those who contributed to his re-election.
