Col.Kaka missing as deputy hands over office to new ISO boss

Col.Frank Kaka Bagyenda was on Wednesday afternoon a no show as the new Internal Security Organization (ISO) Director-General assumed office.

President Museveni last week relieved Kaka of his duties as the internal spy chief and replaced him with Lt Col Charles Oluka who was the former director-in-charge of technical services at ISO.

On Wednesday, Don Mugimba, who was the Deputy Director General of ISO handed over Kaka’s report and organization seal to the new spy chief at a function presided over by the Security Minister, Gen.Elly Tumwine.

Speaking at the function, Tumwine explained Col. Kaka’s absence noting that he had requested his former deputy to represent him.

“The outgoing ISO director General has not been able to make it but has sent his handover report that Don Mugimba is going to hand over to the new Director-General,”Tumwine said.

When asked whether there was any concrete reason given by Col.Kaka for his absence, the Security Minister explained that having informed them that he was not able, there was no need of forcing him to appear.

“He said he had sent the handover report and that he could not make it. We could not force him. I will find out more details from him.”

“Since he has sent the report and seal which are assets of the organization, I don’t think it was important that he must come.”

Tumwine however applauded Kaka for his services during the three years he has served as the ISO chief.

“He has done a wonderful job. He has encountered a lot of challenges but has overcome them. He has left at a time when the situation is much better than in 2017 when he came. There were a lot of security concerns (in 2017) including murders but for the last two and a half years, we have had almost total peace in the whole country.”

The Security Minister urged the new ISO chief to start from where the Col.Kaka left the baton to manage the security of the country.
