The Public Service Commission, a body mandated to recruit all civil servants in the country, has admitted and taken full responsibility that Moses Atwine was illegally recruited as the Director in charge of Physical Planning at Kampala Capital City Authority (KCCA).

This as the chairperson of the public Service Commission Justice Ralph Ochan tells the committee chaired by MP Mubarak Munyagwa, that the commission is revising the entire structure of Kampala Capital city Authority and soon all personnel’s at City Hall will be exposed to fresh interviews.

On the 2nd of July 2019, the director in charge of Physical Planning at Kampala Capital City Authority Moses Atwine appeared before the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises together with other officials to defend his academic papers.

On Wednesday, the Public Service commission appeared before the same committee where they agreed and took full responsibility in the illegal recruitment of Moses Atwiine as the director in charge of physical planning.

The admission came after committee members tasked the Commission to speak the truth over the matter.

The Commission also disclosed on how they intend to revise the KCCA structure and soon all staff at City Hall will be exposed to fresh interviews.

With this pronouncement the committee is now advising Moses Atwine to immediately vacate his office arguing the Committee will not tolerate unqualified person to continue being the head of physical planning in the city.

Still in Parliament, the Speaker of Parliament Rebecca Kadaga has summoned the minister in charge of Kampala Betty Namisango Kamya to give parliament an explanation on the continued resignations at city Hall.

The speaker's directive comes after more two directors at KCCA on Friday last week put in their resignations.
