The Public Service Commission has admitted that Moses Atwine was illegally recruited as the director in charge of Physical Planning at KCCA.
The chairperson of the commission Justice Ralph Ochan told COSASE that they are revising the entire structure of Kampala Capital City Authority and soon all personnel’s at City Hall will have to sit fresh interviews.
On July 2 2019, Atwine appeared before the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) to defend his academic papers.
MPs questioned him on how he had got the job yet he lacked the requisite academic qualifications. He told the MPs that he holds a bachelors degree in Social Sciences yet the job requires requires a minimum of a master’s degree in Urban Planning.
On Wednesday, Ochan took full responsibility for the illegal recruitment of Atwine as the director in charge of Physical planning.
He disclosed that they intend to revise the KCCA structure and soon all staff at City Hall will have to sit for fresh interviews.
The committee ordered that Atwine vacates office arguing that it will not tolerate an unqualified person to continue being the head of physical planning in the city.
Still in Parliament, the Speaker of Parliament Rebecca Kadaga yesterday summoned the minister in charge of Kampala Beti Namisango Kamya to give parliament an explanation on the continued resignations at City Hall.
The speaker’s directive comes after two directors at KCCA on Friday last week put in their resignations.
