Uganda to pay Kampala Flyover contractor shs 300m for idle time in case of delays

Uganda stands to pay a tune of over shs 300 m per day of tax payers money to the project contractor of the Kampala fly-over Shimizu-Konoike JV for idle time.

UNRA Executive Director Allen Kagina made this revelation while appearing today before the Committee on Commissions Statutory Authority and State Enterprises (Cosase) to clarify on anomalies recorded in the 2015/2016 Auditor General report.

Appalled by this revelation the committee members requested for a clarification, but UNRA officials informed them this is per the contract that was signed in September last year.

Efforts by UNRA director roads and bridges development Samuel Muhoozi to console the legislators fell on deaf ears.

Land accusation, compensation and disputes remain the biggest challenge faced by UNRA with such cases like the Jinja expressway forced to a standstill for two years.

Kira Municipality Member of Parliament informed the committee that though UNRA had asked his constituents to open accounts in preparation for compensation, nothing had happened. The body had also asked them not to use the land further.

Kagina highlighted that such the delays if faced with Kampala Flyover will cost government millions of taxpayers money.

Members of parliament questioned UNRA on the financial consequences, citing land compensation issues in some of their constituencies.

UNRA was appearing before Cosase to clarify on anomalies recorded during the 2015/2016 auditor general report.
