Lukwago ordered to pay Shs47M in taxes to Jennifer Musisi’s lawyers after losing appeal
The High Court civil division in Kampala has ordered Kampala Lord Mayor Erias Lukwago to pay shs47 million in taxes after losing an appeal against former KCCA Executive Director Jennifer Musisi lawyers.
In 2012, Lukwago filed an application accusing Musisi of usurping his powers and passing off as the head of KCCA by holding meetings with traders, a mandate, according to Lukwago, Musisi didn’t have.

However, the High Court dismissed the application with costs to Musisi and her lawyers from Kasirye Byaruhanga and Company Advocates filled a bill of costs that had been taxed at 47 million shillings that the execution division ordered Lukwago to pay.
Lukwago then challenged the bill of taxation before Justice Steven Musota but the appeal was dismissed because it was an abuse of the court process.
However, Lukwago later asked the civil Division of the High Court to reverse the ruling of Justice Musota but on Friday, Justice Andrew Bashaija dismissed the appeal by Lukwago.
In his ruling on Friday, Justice Bashaija said having been dismissed earlier as being an abuse of court process, there is no way the appeal by Lukwago would stand.
“It should be emphasized that where a case in a court of law has been dismissed as being an abuse of the court process,it would be absurd and rather futile attempt to resurrect it before the same court that condemned it in the first place,”Justice Bashaija said.
“This application has no merit and it is dismissed with costs to the respondent.”
The ruling means Lukwago will now have to pay the shs47 million in taxes that the earlier court had ordered him to pay.
