Speaker Rebecca Kadaga has ordered for probe into Lubowa Hospital funding after Shs 139 Billion disappeared mysteriously.
Parliament earlier this year on March 12th, 2019 passed a budget of shs 1.4 trillion that was meant for an international specialised hospital.
But Soroti municipality MP, Herbert Ariko told Parliament that he had credible information that the East and Southern Development Bank had released Shs 327 billion for this project but only 188 billion had been received by Stanbic Bank.
Ariko questioned where the other Shs 139 billion had gone even before works on the hospital begin.
He said that parliament didn’t even get an opportunity to directly interact with the said investor.
“Where has the money gone even before work begins? The committee didn’t get an opportunity to directly interact with the implementers of this project. They should appear before the relevant committees and provide clarity on the management of these funds,” Ariko said.
Kadaga instructed the Health committee to investigate these allegations noting that the country needs special treatment centres that are accessible to the citizens.
The speaker said that she had her own reservations about the hospital and she held a serious debate about the implementation of this project before going for treatment in Nairobi.
According to the agreement that was tabled before Parliament, government will facilitate an Italian investor;
FINASI with the loan and upon completion, It was agreed that FINASI will own the facility for 6 years before giving it back to government.
