Dr Agaba's killer should not have luxury of prison- Museveni

President Museveni has said that suspects who commit heinous crimes like murder don’t need to be given a chance of being taken to prison but rather sentenced to death there and then.

Museveni made the remarks while condoling the family of the late Dr.Catherine Agaba, a doctor at International Hospital in Kampala who was killed by a security guard and body dumped in the septic tank.

The President said when his government took power in 1986, they made some changes in the punishments given to people who commit heinous crimes and among them was the death penalty but noted that there is need to revisit the law.

“We made some alterations to some of the punishment methods in dealing with wanainchi and the death penalty was one such alteration. However, over time, it is clearer that we need to amend the law,”Museveni said.

“Such a criminal (Dr.Agaba killer) should not have the luxury of going to prison.”

Museveni asked parliament to look into the legislation that would re-introduce the death punishment as one of the ways that would see the judicial system complete the cycle of work done by “a few good elements” of police, alongside the army intelligence in apprehending such criminals.

Hails Dr.Agaba

Museveni hailed the slain IHK doctor as a young girl with so much potential to the country whose death is a big blow to the economy.

“I am deeply saddened by the death of this young girl, and others before her and we must move decisively to deter such heinous and senseless acts of crime. We shall now put out fire with fire.”

He said that criminals like the security guard who killed Dr.Agaba should not have the luxury of going to prison.

The president also applauded the deceased’s father for educating all his children, despite the humble means.

International Hospital Kampala’s Dr Catherine Agaba went missing shortly after taking his annual leave but was on April 12 killed before her body was dumped into a septic tank in her compound in Muyenga B Zone where it was discovered days later by police.

Police said that after the arrest of Ronald Obangakene, a security guard at   the apartments of Hajji Ibrahim Kiwanuka where Dr.Agaba stayed, he confessed to killing her.

He narrated that the doctor was killed for fear of losing his job.

“On April, 12, 2019, the victim returned home at around 8:30 pm, to a quiet and remote setting, at the apartments of Hajji Ibrahim Kiwanuka. She was attacked inside the gate by the security guard (Obangakene), who accused her of threatening his job when she reported him for not being alert on duty to his employers, ”police said.

Obangakene was on Wednesday remanded to Luzira prison over charges related to murder of Dr.Catherine Agaba.
