FDC appoints Makindye East MP Ibrahim Kasozi as COSASE vice chairperson

Makindye East Member of Parliament, Ibrahim Kasozi has been named as replacement for his Rubaga North counterpart, Moses Kasibante for the position of vice chairperson for the Committee on Commissions, State Authorities and State Enterprises (COSASE).

Kasibante who had been appointed by FDC to fill the slot was in January rejected by the speaker of Parliament, Rebecca Kadaga.

Kasibante’s excitement was short-lived when Kadaga instead sent his name to the committee on Appointments yet Parliamentary Rules of Procedure dictate that an MP is allowed to only serve on one Standing Committee.

However, in a March 5 letter, the Forum for Democratic Change Secretary General, Nandala Mafabi says Kasozi has been appointed as the new COSASE vice chairperson.

“As a party, we have no say on placement of independents on committees and to avoid a vacuum within the committee, we propose Ibrahim Kasozi as the COSASE vice chairperson, ” Mafabi's letter read in part.

Efforts by Chief Whip Ibrahim Ssemujju Nganda to have the move reversed proved futile after Kadaga said Kasibante had already been appointed to another committee by independent whip Andrew Baryayanga and that it was irreversible.

The rules of procedure dictate that all independents are under the control of the speaker of parliament and dictates their fate.
