The Uganda Police Force has said it cannot prosecute Major General Matayo Kyaligonza who was on Sunday, February 24, 2019, video-recorded assaulting a female police officer Esther Namaganda with his two bodyguards.

The two bodyguards since identified as Lance Corporal Peter Bushindiki and Private Robert Okurut have been arrested and are due for trial at the Makindye Military Barracks. No charges have been preferred against Major General Kyaligonza at the time of going to press.

Police spokesperson Fred Enanga has admitted that, "There is always preference of these generals being tried in the court martial. It is all about the cross jurisdiction. Is it over the court martial or the civilian court? Of course I know that veterans do subscribe to the UPDF Act. Whether they are going to call him or not, that is an answer I cannot give because I'm not an authority in that area."
In order for the police to pursue prosecution of Major General Kyaligonza, it would have to write to the Minister of Internal Affairs ( General Jeje Odongo), who then writes to the Minister of Foreign Affairs (Hon. Sam Kutesa) who also writes to President Yoweri Museveni as Commander in Chief about any appearance at police or statement writing.
With these odds in place, Masaka Municipality Member of Parliament (MP) Mathias Mpuuga says the public can, "I can only urge the population to resist these tendencies. Even without guns, I believe in the power of the people to resist these tendencies now that they seem to be determined to carry out their weird tendencies."
Enanga can only advise traffic officers, "It is not necessary for them to go to the extent of sacrificing their life. If you see you cannot manage a situation, it is better for you to withdraw."
