Petitioner asks Museveni to sack Mutebile, Kasekende

Dr Paul Bamutaze, a concerned citizen, has petitioned President Museveni regarding the alleged mismanagement of Bank of Uganda by its top officials.

In a petition dated February 18, 2019 Bamutaze claims that the governor of Bank of Uganda, Emmanuel Mutebile, his deputy, Dr Louis Kasekende and the minister of Finance, Matia Kasaija, have failed in their regulatory duties and therefore should be relieved of their responsibilities.

The office of the president acknowledged receiving the petition on February 19.

The petitioner also wants Justine Bagyenda, the former executive director Bank of Uganda in charge of bank supervision to be tried in court over abuse of office. Bagyenda was directly involved in the sale/closure of some of the banks.

Bamutaze's petition is based on some of the revelations that were unearthed by the probe on the closure/sale of seven commercial banks which was conducted by the Committee on Statutory Authorities and State Enterprises (COSASE).

During the three month proceedings, fingers were pointed at the central bank officials on how they handled these closures. For some banks, there was no inventory of assets while BoU did not provide minutes of meetings that led to the closure/sale of some banks.

"Your excellence, the actions of the governor, deputy governor and the minister of Finance have caused so much financial instability and if not immediately well handled are likely to lead to an economic crisis," he writes.

Bamutaze says that Bank of Uganda has now become a laughing stop and if the country wants to be seen to be serious against the fight on corruption.

The petition is copied to the Anti-Corruption Unit of State House.
