COSASE strips Bagyenda of BOU privileges, demands she return bank vehicles

The Committee on Commissions, Statutory Authorities and State Entreprises (COSASE) has stripped former head of supervision Justine Bagyenda at Bank of Uganda of all her privileges with the central bank.

The action was taken after the COSASE committee learned that still in possession of Bank of Uganda vehicles plus the security officials attached to the central bank which contravenes with article 164 of the constitution.

BOU Governor Tumusiime Mutebile informed COSASE that Bagyenda’s privileges as a senior bank official would come to an end on Monday, December 31, 2018. However, BOU officials led by the new supervisor Dr. Tumubweine Twinemanzi informed COSASE that Bagyenda’s privileges had been extended to June 2019.

The central bank officials explained to COSASE that the decision to extend Bagyenda’s privileges was taken after a meeting in which she told the bank that she would find it hard to use her personal vehicle to attend committee summons.

COSASE members wondered why Bagyenda would have such difficulty yet parliament is a public place open to all.

The committee has also directed BOU to withdraw all the security operatives attached to Bagyenda and compile all the costs implication that have accrued from 31/December/2018.

Bagyenda is a witness in the probe into the closure of seven defunct banks by Bank of Uganda.
