Report: "742 KCCA employees were recruited irregularly"

The Kampala Capital City Authority Public Accounts Committee has unearthed the dirt in the recruitment process at the authority.

Kampala Lord Mayor Erias Lukwago said the business committee shall sit on Thursday (January 10) to look at the report and how to implement it.

The lord mayor wants thorough screening and audit of the report to weed out those who didn’t go through rightful channels to get jobs at KCCA.

The report pointed out a number of issues on how the authority should run, the recruitment process and the day today running of the city among others. Key among these is the recruitment process, which the lord mayor wants, audited with immediate effect.

The report points out that the City Authority has 1,133 staff.

Of these, 391 are on permanent terms and followed the proper process to get jobs there.

However, 742 of the employees who are on temporary basis were recruited unscrupulously.

Lukwago said the director human resource should explain this.

Lukwago said it is their duty as the authority to clean up the mess adding that for long he has been talking about the recklessness in the recruitment process at KCCA and no one paid attention to it.

The report also notes that there is a huge legal liability at KCCA.

Currently, the authority is yet to clear a debt of Shs 47.9 billion accumulated in the last six years in legal awards.

Relatedly the lord mayor also called upon the appointing authority to appoint a substantive executive director, the deputy and other directors who are in acting capacity.

He said many positions in the KCCA should be filled with immediate effect to make it easier for the authority to do its work.

According to public service outstanding orders, one can only be in acting capacity for six months and the position is filled.
