Deputy speaker Oulanyah orders probe into Namuganza, Kadaga conflict

The Deputy Speaker of Parliament Jacob Oulanyah has directed the parliamentary Committee on Rules,Privileges and Discipline to look into the ongoing conflict between State minister for Lands Persis Namuganza and speaker Rebecca Kadaga.

There is ongoing bad blood between Namuganza, who is also the Bukono county MP and Kadaga, who doubles as the Kamuli district woman MP.

On Thursday, Ngora County legislator David Abala raised concern over the continued bickering between the two legislators and government officials prompting Oulanyah to intervene.

“Such things are not necessary, they impact on the integrity of this institution negatively and we should avoid them,” the Deputy Speaker said.

“It is difficult for us to condemn one party or another because the facts aren’t known. I refer this matter to Committee of Rules to establish the circumstances under which these statements are being made.”

In the past few weeks, the rift between the two legislators has continued to widen day by day.

Trouble started when the speaker of parliament together with another legislator Paul Akamba allegedly visited the Bukono Constituency in Namutumba District, where they lashed out at the area MP, Persis Namuganza.

Kadaga said no one could stop her from going to the area whenever she wanted .

Namuganza would later at a public rally in the same constituency claim that Kadaga wants to kill her before rallying her supporters to chase the Kyabazinga and Kadaga on sight with stones and clubs.

She claimed that the two have no capacity to lead their subjects adding that they have failed miserably in their roles as leaders and that Busoga has remained heavily infested by Jiggers and filth.

Following the exchange, Busoga Parliamentary caucus led by their chairperson, Jinja West MP, Moses Balyeku summoned Namuganza to file defence for allegedly threatening the life of Kadaga and belittling the Kyabazinga of Busoga.

Namuganza however was a no show, leaving the caucus to decide her fate in absentia. Chaired by MP Guster Mugoya (Bukoli), the caucus dismissed Namuganza.

Hours later, however, Namuganza replied to the caucus wondering where they got all the time to discuss her when the Busoga region is still poorly developed, academically limping and heavily affected by jiggers.

She reiterated that she has never been part of the caucus and swore to withdraw her monthly contributions which she said were deducted without her consent before accusing the caucus of being used by Kadaga .
