Crisis in Police as Kayihura goes quiet ahead of hand over

The Police Force is faced with a management crisis resulting from delays by the outgoing Inspector General of Police Kale Kayihura, to hand over the office.

Kayihura was dropped from the post he had occupied for 12 years, more than a week ago and replaced with his former Deputy Okoth Ochola.  The former commander of Military Police Brigadier Sabiiti Muzeei was then appointed Deputy IGP.

But the two offices are now vacant, even after the approval of the appointments by parliament. The two; Ochola and Muzeei are reportedly waiting for a handover report to start working.

Currently, the IGP's office is empty with only junior staff like the secretary and cleaners at work. The black-uniformed security personnel that used to be visible at the IGP's office wing from the entrance are no more, while the entrance to the wing that could only be accessed by the use of a fingerprint is wide open.

In the IGP's parking lot at police headquarters Naguru, are two vehicles that include an armoured Land Cruiser and the two escort vehicles that were previously used by Gen Kayihura.

A source in the police top management said a handover report is still being prepared for Kayihura. It is after this report has been completed that a handover ceremony will be conducted and the officers will formally begin working.

The police spokesperson Emilian Kayima says, surely the handover will happen. "Until then, the police is an institution and it continues working even when there is a gap," Kayima stated.

While the different directorates continue to function under the leadership of the different directors, decisions that can only be made by the IGP or his Deputy cannot be made.

The Police Planning and Advisory Committee sitting Tomorrow (Wednesday) will also be chaired by Assistant Inspector General of Police, Asan Kasingye, the force's National Political Commissar. The committee, which brings together all police directors, is usually chaired by the Police chief or his deputy.

Last week, it was reported that Kayihura was  on his way to hand over office, however, the former IGP did not show up as it was reported he is still holed up in his country farm.
