Lukwago celebrates Kayihura sacking; Not okay with Gen.Tumwine new position

Kampala Lord Mayor Erias Lukwago is among those who have celebrated the sacking of Gen.Kale Kayihura as the Inspector General of Police.

President Museveni on Sunday made a major reshuffle, replacing Kayihura with his deputy, Martin Okoth Ochola as the police boss.

Meanwhile, Lukwago took to social media saying it was long overdue for Kayihura to be relieved of his duties as police boss.

“The question has always been one of "when" but not "whether “ Gen. Kayihura's empire would crumble, and I would be cheating my conscience if I did not say good riddance. Phew,”Lukwago said in a Facebook post.

He however noted that he is optimistic the new man at the helm of the police force will do a great job if circumstances are favourable to him.

Lukwago said the only problem that Ochola will face is leading a force full of rogue characters who have for long derailed from their conventional role.

“He is a career police officer with an impeccable record and has risen through the ranks. However, he's assuming a herculean task of super tending over a rogue institution,” the Kampala Lord Mayor said.

“What we have in place now is a regime protection police and Ochola has no capacity to realign it back to its Constitutional mandate, his professional attributes notwithstanding.”

Lukwago has on a number occasions tasted the wrath of the police force, and the previous one being last year when he was manhandled as he left his home during the climax of the Togikwatako campaign.

Not happy with Tumwine

The Kampala Lord Mayor however could not mince his words on the appointment of Gen.Elly Tumwine as the new security minister to replace Lt. Gen.Henry Tumukunde.

“The worst appointment is that of Gen. Elly Tumwiine. He is so temperamental, reckless, erratic, capricious and a rabid Musevenist. He has invariably manifested traits of a bigot in all contentious debates in Parliament and elsewhere,”Lukwago noted.

He narrated a 2005 General Court Martial scenario when he “arraigned, tried and convicted me in less than two hours as I appeared before him in the capacity as counsel of Dr.Besigye.”

Lukwago added that the reshuffle was only a typical case of one man(President Museveni) juggling with the same eggs as he consolidates his rule.
