Kirumira sues Police court chairman

The father to former Buyende DPC Muhammad Kirumira, Abubakar Kawooya has dragged the chairman of the police disciplinary Court SCP Dennis Odongpiny to High court-Civil division for subjecting his son to illegal proceedings.

Kawooya accuses Odongpiny of charging Kirumira with offenses for which he is protected by the Whistle Blowers Act. He says that before his arrest and charging, his son was only being a whistle blower when he wrote against the conduct of Odongpiny and other senior police officers at the disciplinary court.

Kawooya is concerned that his son will therefore not get substantive justice before the police disciplinary court and wants the High Court to immediately halt these proceedings.

Kawooya also complained about the manner in which his son is detained incommunicado without access to his relatives or lawyers during police proceedings, something which has caused him psychological torture.

The father now seeks orders for the son’s unconditional release from police detention, a permanent injunction restraining the police court from charging him with offenses associated with his whistle blowing act and an order for payment of General damages for wrongful arrest and detention.

Last week Buganda Road Court dismissed Kirumira's application for unconditional release citing lack of jurisdiction. Kirumura had sought court orders for his release saying he was illegally charged before the police court for offenses of corruption and professional misconduct.

Kirumira has been in various police detention centers since his arrest in 1st February 2018.
