Mayhem as councillors block directors from leaving meeting over Kamya’s orders

There was chaos at Kampala Capital City Authority (KCCA) head offices as councillors blocked directors from the technical wing, from leaving a council meeting.

This came after the director of legal affairs, Charles Omara from the technical wing and the acting Deputy Executive Director Nambi Juliet Namuddu encouraged their colleagues to walk out of the meeting because it was ‘irrelevant’ since the minister for Kampala Beti Kamya had vowed to cancel all the resolutions from the meeting saying it was illegal.

Chaos followed after a number of councillors tried to block the directors from leaving the council meeting arguing that the council does not belong to Ms Kamya and therefore the directors have to attend it by force.

The councillors then locked the directors inside city hall.

Lord Mayor, Erias Lukwago later adjourned the meeting to Monday (January 29, 2018).

KCCA councillors attacked Beti Kamya for questioning the authority of the council meetings and terming their meetings as null and void.

‘’Let her handle her business and we also handle ours,” said Councilor Doreen Sabuka of Makindye Division.

In a letter from the minister dated January 25, 2018, she says her office will evaluate the relevance of all the authority meetings that have taken place since may 2016 to service delivery in order to establish how relevant they have been.’

She also questioned the legitimacy of the meetings that have been conducted by the councillors saying majority of them have been called out of the law.

“Resumed meetings are not provided for in the law that is the Kampala Capital City Authority.  The only category of meeting provided for is ordinary and special meetings. Any scheduled meeting can only be referred to/called in accordance with the KCCA Act,” Kamya’s letter reads.

Adding that, “Therefore any meeting called outside the provision of the law is null and void…I shall not hesistate to nullify outcomes of the meeting called outside the law.” Kamya’s letter came minutes after the council meeting; chaired by the Kampala Lord Mayor Erias Lukwaga had kicked off.

Lukwago accused Ms Kamya of being devious yet she has never attended any of the meetings.
