Kayihura: Why I dropped Kasingye as spokesperson

The Inspector General of Police, Gen Kale Kayihura has revealed why he moved AIGP Asan Kasingye from the position of police spokesperson, eight months into the job.

Kasingye  will now concentrate on his role as chief political commissar.

He has been replaced by SSP Emilian Kayima who has been the spokesperson for Kampala metropolitan.

In a message to all police units dated November 14, Gen.Kayihura explained that Kasingye’s transfer is aimed at improving the ideological quality of police officers.

“In order to enable the Chief of Political Commissar am delinking once again the office of the police spokesperson from that of the political commissariate,”Kayihura said in a message.

The police boss explained that the biggest challenge facing the force is the dominant negative attitudes and values among others which he says need to be urgently addressed and he did this by allowing Kasingye time to concentrate on this role.

“This can be cured through political education.”

Kayihura has assigned Kasingye as the Chief Political Commissar  with the role of  organising  an urgent program of political education to all police units on top of setting up a police school for political education.

“This should be in this financial year and the UPDF Chief Political Commissar Brig.Matsiko as well as the National Leadership Institute(NALI) should be of help,” Kayihura said in the message.

The police boss asked Kasingye to organize a seminar in December for all police officers in relation to the political education program.

“Graduands of NALI should give you a head start,”Gen.Kayihura asked before urging him to get a task force of competent officers to enable him carry out his work.
