Museveni appoints new ISO boss to replace Col.Kaka

President Museveni has appointed Lt. Col. Charles Oluka as the new Internal Security organization(ISO) Director-General to replace Col. Kaka Bagyenda, the Nile Post has learnt.

According to the changes that take immediate effect, Taban Amin has been made the new Deputy Director-General of ISO.

On Wednesday, some media reports had indicated that former aide to former Prime Minister, Capt.Emmy Katabazi had been made the new deputy at ISO but according to a source conversant, Katabazi is still the director in charge of media but was only promoted to the rank of major.

According to the New Vision, Security Minister, Gen.Elly Tumwine confirmed the development without giving further details.

"There have been changes but they will be communicated at the right time," Tumwine told the government newspaper on Wednesday evening.

Col.Kaka replaced Brig. Ronnie Barya as the spy agency chief in January 2017 but his departure comes in the wake of an alleged rift between ISO and the Chieftaincy of Military Intelligence(CMI).

A few months ago, operatives from CMI raided some ISO safe houses where they arrested some suspects who were in detention.

It is alleged that some of the suspects arrested had been implicated in the murder of AIGP Andrew Felix Kaweesi in 2017.

Col.Kaka’s ISO was also embroiled in several allegations of torture of suspects in various safe houses, prompting Members of Parliament to raid a number of them for evidence.

He was summoned to appear before the parliamentary committee on human rights to explain himself on operating several safe houses in the country where several people alleged to have been tortured but he never appeared.

Col.Kaka recently moved eight senior directors at Internal Security Organisation.
