Dr. Muhamad Buwule Kasasa who was responding to allegations that he fraudulently acquired land in Mutungo on which key security institutions CMI, ISO, ESO are head quartered said all the 2.4bn shillings that was paid out to him by the government was grabbed from him by mafias within government that claimed to be helping him access the money.

After defense of his transaction then came the queries on how the land was sold to UPDF. This is when amidst all the mistakes in his sale to the UPDF such as lack of documentation of their sale agreements and valuation procedures, Kasasa revealed he hasn’t been able to get all the said 2.4Bn shillings at which his property was valued.

Though according to documents in the probe, all the 2.4 billion shillings was paid out to him, Kasasa told justice Bamugemereire that most of the payments were on paper but taken from him by mafias in government.

However even when Justice Bamugemereire tried to convince him to expose who has been taking his money saying it will help clean up the public payment system, he declined the offer. He said there was no way he could disclose the mafias without jeopardizing his life.

Bamugemeriere went ahead to explain that there a number of public servants that lost their jobs due to the collision with mafias that he was talking about asking him to speak out so impunity is dealt with but he declined even in camera.

Bamugemereire cajoled, “Is this something you want to tell the commission in camera, in private? From our investigations we have come to learn that some public servants actually lost their jobs because of these kind of machinations and collusions.”

But Kasasa turned down the plea arguing that, “This machinery is wide around us. If I come to you, you may also be surrounded by people who are part.”

Kasasa broke down how the process works, "This is what happens when you demand a lot of money from government for so many years. Someone comes to you and says I have connections you’ll get your money within one month but how much do you want? You say you want 100M and they say can you take 50M, you say can I get 80 please, they say forget until you come to accept that you take the little or go without.”

Kasasa added, “For instance, on a particular incident I was handed a cheque of one hundred and sixty million and at the banking hall the person that helped me opened an account in my names without my consent and they put that money on the account and withdrew it without giving me anything.”

Kasasa was also queried about Ushs.8 billion which was recently released by the Ministry of Finance to the Ministry of Lands as payment of interest in relation to the very land in question.

Bamugemereire said, As we speak now, finance has sent out about 7-8Bn shillings which money has already been ascertained by ministry of lands and ministry of security and anytime it could be paid out as interest.”

Though there is no interest clause in his agreement with UPDF, Kasasa said he knows government owes him money but that is no longer his main focus and will be okay to get whatever the mafias can give him of what they will have been paid.

He says he is held back by the numerous strangles at his age says he’d rather give up some of the complaints he has because of age especially the money and concentrate on land.
