VIDEO: COSASE orders Bagyenda out of BoU official car, hand over guards

The committee of Commissions on Statutory Authority and State Enterprises (COSASE) has stripped the Central Bank former head of Supervision Justine Bagyenda of all privileges.

In December last year, BoU governor Tumusiime Mutebile was tasked to explain why Bagyenda sill possesses the bank official vehicle and security. The committee was later informed that Bagyenda would be stripped of the privileges by December 31, 2018, however, it never happened.

The committee this week learn that Bagyenda still maintains possession of BoU Land Cruiser vehicle, UAR, 382Y contrary to the provisions of article 164 of the constitution.

COSASE asked BoU’s current head of supervision, Tumubweine Twinemanzi to explain why Bagyenda was still receiving privileges not meant for her.

BoU officials claimed that Bagyenda was having trouble traveling in her private vehicle with an armed guard ‘especially entering parliament”.

“If she s no longer a member of the Bank, does this mean that even after 20 years Bank of Uganda will still be responsible for what she is going to do in case there is any query related to her term of office?” COSASE posed.

The committee Vice Chairperson Anita Among ordered that Bagyenda should not be seen using the Bank’s property again.

“This should be the last day Ms Bagyenda should be seen using property of Bank of Uganda and we are revoking the decision of your board over the same,” Among decreed.

The committee also directed BoU officials to recall all security personnel attached to Bagyenda and under the expense of the bank.

“Under what circumstances do these officers still become guard for Bagyenda?” committee member Beatrice Anwar questioned.
