COSASE orders BoU to produce unedited video clips

The Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has ordered the director of security at Bank of Uganda produce the unedited CCTV video clip showing how Justine Bagyenda allegedly smuggled out vital documents from the central bank.

This come after the director in charge of Security at the Central bank Tito Opio out of the slip of the tongue disclosed on how the video clip that committee members viewed today was edited, leaving out some interesting scenes.

The Thursday meeting started on a high note as members were divided on viewing the CCTV footage of the former supervisor bank of Uganda Justine Bagyenda smuggling documents from the bank in camera.

Some suggested that it should be viewed in camera, without the press being present.

But Abdu Katuntu, the committee chairperson, agreed to have the press around.

The footage was then viewed.

The first video clip showed Bagyenda together with her bodyguard entering the bank on a weekend.

They did not put their bags through the scanner for checking.

The clip also shows that the officers in question used the emergency door to access the bank and allegedly smuggled out the documents.

Asked on what was contained in the bags smuggled from the bank, Bagyenda argued they were gifts and handover report got from Pretoria in South Africa.

The second clip showed two cars with two strangers accessing the bank on a Sunday at around about 2PM.

They then proceeded to Bagyenda's office.

Bagyenda was tasked to explain the identities of the two strangers who accessed the bank on a Sunday.

She said one was an Indian who is the managing director of Bank of Baroda and the other was lawyer  Timothy Kanyerezi Masembe of MMAKS, the law firm which BoU contracted during the sale of Crane Bank.

However with the committee about to close business for the day, the director security Bank of Uganda, Tito Opio, disclosed to members that the video clips they had just seen were edited.

This caused a heated debate and it was agreed that BoU produces unedited clips tomorrow.
