Hooded men spotted in Kisasi on boda with AK47 riffles, no authority stops them

Two men have Wednesday morning been spotted riding on a motorcycle while brandishing AK47 riffles but no one dared stop to question them, not even police officers, according to a volunteered report from, a social media user.

According to a one Ibrahim Bbosa, a boda boda registration number, UEU 497T, bypassed him in Kisasi, a city suburb carrying two men hooded and flashing AK 47 riffles.

Bbosa claims no authority around stopped to question the men, as they rode away peacefully.

 

President Museveni on June 20th while addressing members of parliament regarding the security situation in the country following the murder of Arua Municipality legislator Ibrahim Abiriga, banned hoodies.

Museveni’s directive was even more pronounced on those riding motorcycles/bicycles and driving motor vehicles.

Museveni was repeating the directive after making the same during Abiriga’s funeral ceremony in Arua earlier.

“Those who killed Abiriga are using a simple technique of putting on a jacket with a hood…So we had a security meeting the other day, and I asked the security people; why do you allow these people to move with hoods?’ So we’re going to ban covering of your head when you’re driving…For the helmets, we’re going to require all of them to acquire new helmets with numbers at the back and those numbers must be shining at night. So no more hoods...” Museveni said.

Following the directive, Police director of operations Asuman Mugyenyi on July 19, ordered all police officers to arrest and detain any driver or cyclist found wearing a hood.

"H.E the President of the Republic of Uganda while addressing parliament of Uganda on state of security in the country on 20th June 2018, directed that inter-alia persons riding motorcycles/bicycles and driving motor vehicles should henceforth not wear hood. This also extends to driving/riding while putting on anything that can conceal/obscure facial disposition," Mugyenyi stated in a letter to all police units and divisions.

"You are therefore directed to enforce H.E directive by arresting/apprehending defaulters thereof,” he added.

The officers were also ordered to conduct community policing meetings to educate the public over the directive. Banning of hoods was one of the 10-point security plans, the president presented to parliament last month.
