Besigye: Army should take over Uganda’s source of failure, Museveni

Former Forum for Democratic Change (FDC) party President Dr Kizza Besigye has questioned the extent to which the army should be called upon to solve public system crises.

Besigye’s comments were in light with a recent proposal by Government Spokesperson, Ofwono Opondo who said Makerere University would be handed over to the army if strikes at the institution persist.

The Media Centre executive director said Government has provided just enough time for the University to sort its ‘mess’ and they can’t allow it to fail when the army is available and capable of taking over the administration.

” We can not allow Makerere to fail when we have professors in the army. The government has given Makerere enough time to sort their mess.”

However, Besigye wonders for how long government will keep passing failed projects to the army. He instead suggests a binding solution to government systems by having the army place Museveni under custodianship as well.

According to Besigye, Museveni is the sole source of all system failures in the country.

“When doctors were on strike, the army was asked to takeover; now, they’ll takeover Makerere! They’ll have to takeover all universities, all schools, hospitals, UMEME, Police etc. Just takeover the source of failure- M7,” Besigye said.

During doctors strike between October last year and January this year, government deployed army doctors to avert the crisis. This was not the first time the army has been called in as solution, in 2014, the army was called upon to take over Naads program, which led to the Operation Wealth Creation.

In the same year (2014), UPDF took over the miss Uganda Pageant with intention to attract girls to Agriculture. In 2013, the army took over a stalled multibillion shillings’ national identity card (ID) project.
