Minister Namuganza dismissed from Busoga caucus over threatening Kadaga, abusing Kyabazinga

Legislators from Busiga region under their umbrella body Busoga parliamentary caucus have dismissed Bukono County MP and State Minister for Lands, Persis Namuganza.

The legislators accuse the minister of launching an attack on speaker of parliament Rebecca Alitwala Kadaga and the Kyabazinga of Busoga Wilberforce Gabula Nadiope IV.

By 10:00am, legislators had already arrived at Parliament waiting to interface with Namuganza over her loose talk and threats to the Speaker Rebecca Kadaga and the Person of the Kyabazinga Wilberforce Gabula Nadiope IV.

But until 1:00pm, the Minister was nowhere to be seen at the Parliamentary premises neither had she communicated to the caucus, compelling them to decide her fate in absentia.

The caucus decision was announced by their legal advisor and Bukoli North County MP Guster Mugoya.

“Caucus holds the view that Namuganza’s wild utterances are so alien and incompatible to the well established ethical conducts of leaders in Busoga, that Hon Persis Namuganza be dismissed from the Busoga parliament caucus as a member,” Guster Mugoya said.

“That Hon Persis Namuganza be legally barred from accessing, carrying out any of her activities whether personal or otherwise in the constituencies or districts of the members,” he added

Mugoya said that the caucus would communicate their resolution to local governments in Busoga to ensure that her appearance is only restricted to her area of jurisdiction.

Mugoya said that the first test of the resolution will be in Jinja District where the minister will not be allowed passage unless she is airlifted to her constituency in Namutumba District.

However, the sanctions against their colleague did not go well with the Kaliro Woman legislator Margret Mbeiza who stormed out of the meeting accusing the caucus of being biased.

“These resolutions will not work what is this we are creating in Busoga? We are accountable to our people but if we are the ones dismantling the law, who will keep the law,” Mbeiza said.

Mbeiza says, the caucus has no powers to suspend the Minister from carrying out her ministerial roles in their areas of representation, hence inviting the minister to her district for the good of her people in Kaliro.

“She is free to come to my constituency in Kaliro, I will not incite people to create violence. I wont be the one to chase the minister, there is a president who should call them and solve these matters,” she said.

Out of the 32 legislators that hail from Busoga, only 13 members of parliament attended the caucus meeting that saw the expulsion of their colleague.

Persis Namuganza was summoned by fellow legislators from Busoga region to answer a series of grave accusations.

The legislators under their umbrella body Busoga Parliamentary Caucus want Namuganza to answer among other accusations; threatening to harm/kill the speaker of parliament Rebecca Kadaga, abusing residents Kamuli district and belittling the Kyabazinga of Busoga, Prince Gabula Nadiope IV.
